My proposal concerns the abolition of promotions to grades. I do not understand the benefits of this system, so my personal opinion is that there should be one grade for each post in the civil service, up to the maximum level that can be achieved in that particular post. My personal opinion, based on observation, is that young people are even more enthusiastic about work than older people, who are automatically entitled to a higher pay grade in all posts under this system. Experience is needed in any job anyway, and that is why I do not think that those civil servants who have been doing a job for a long time do it any better or any faster than young people who are learning and are still full of vigour, eager for a challenge, eager for new skills, innovative and committed to the job. If, for example, it is possible for a job to go from grade 17 to grade 27 over the years, why not have a grade 27 for that job right from the start. I also notice that there is a lot of dissatisfaction among workers about comparisons between civil service employees as to who is in the higher grade and why. I am referring to those who are in the same job. There are disagreements, dissatisfaction and, as a consequence, poorer work. In short, I do not understand why and for whose benefit it is to move up the grades over the years, and why there should not be a uniform salary for each individual job.
