I suggest that you give socially disadvantaged families-disabled people-households a kind of social card... which would entitle them to tax exemption.
 In shops when buying basic foodstuffs -but not expired,clothes,shoes,household appliances..,exempted from paying taxes and some charges on bills-electricity,water supply,utilities-internet.
Just cheerfully vote against
