The situation in Slovenia is such that every offender pays the same penalty. In Switzerland, for example, offenders are punished in proportion to their income. Now in our country, for example, someone on the minimum wage can pay a fine of €100, but someone on 10 times that wage can also pay €100. The purpose of the fine is to make the offender sober, but for this richer offender, the fine represents a negligible proportion of his income, which does not serve the basic purpose of punishment. The richer offender will still be able to afford the same. The proposal is therefore to create different classes for setting penalties for traffic offences, or a single rate for setting the penalty in proportion to the offender's income.
