Apparently, only a tough punitive crackdown will bring our drivers to their senses. I therefore suggest: a.) abolish the 50% discount for payment within 8 days, b.) a regular increase of the penalty: for a second offence in the same year a factor of 2, for a third offence a factor of 5, etc. Why do our drivers obey the rules abroad? Because the penalties are immediate and more severe. There are exceptions, of course, but as a rule this is true. But for a person who commits 3 or more offences in a year, these factors increase accordingly.
