I propose the gradual introduction of electronic recording of attendance throughout the public sector, to be phased in over a period of e.g. 5-10 years, or according to financial capacity. Reasoning: In the business sector, electronic recording of attendance checks is generally well established because of its benefits, while in the public sector it is sometimes absent or lacking, despite its benefits, such as control of irregularities in working time and unjustified payments, facilitating the work of secretarial and accounting departments, the review and recording of working time by the employees themselves, and the exclusion of smoking or other 'off-duty' activities from working time. As the introduction of a single electronic record-keeping system throughout the country would be a financially demanding project, I propose to adopt an implementation plan for the medium term - e.g. within 5-10 years.
