I propose to provide cycle lanes on all public roads where cycle lanes are not already provided, except motorways and expressways, as follows:
- on public roads where the construction of a cycle lane is not possible, a two-lane cycle lane at the expense of the existing road, so that the lanes for other vehicles are narrowed accordingly;
- on public roads along which the construction of a cycle lane is possible, the construction of a cycle lane with two lanes in the same plane; until the cycle lane is constructed, the layout shall be as described in the first indent;
- the separation of the cycle lane from the lanes of other vehicles by a physical barrier;
- when constructing any new public road (rarely), mandatory realignment of the road to include in the design two lanes exclusively for cyclists in the same plane;
- when any public road is reconstructed - mandatory reconstruction to include cycle-only lanes in the same plane;
Reasons:
In today's traffic climate, where one has the feeling that all drivers of private vehicles have lost the ability and capacity to drive according to the rules, and in particular to observe speed limits or to drive on the road in such a way that lanes do not intersect, etc., I consider it necessary that cyclists should be adequately protected and safeguarded.
Given that this is not the case with the existing regulations, which nobody is following, I think that this needs to be sorted out with physical barriers and separate lanes. Given that drivers are not going to improve, and that cyclists' safety must also be taken care of, I think this is the way to go.
Cycle lanes should, of course, be provided on all public roads, because we cyclists are equal road users, including motor vehicle drivers and other tax payers.
The level of the path must be the same, so that every gardener does not have a reduced access to his garden.
On motorways and expressways, of course, this is not an option, but it is not necessary.
As regards cyclists: the proposal is that every cyclist, regardless of age, should be equipped with a helmet and a fluorescent reflector of at least 20x20 cm2.
