I propose that the government introduce double, triple or quadruple tolls for lorries during peak periods, i.e. between 06:00 and 08:00 in the morning and between 15:00 and 17:00 in the afternoon. During the less congested parts of the day, the toll should be lowered accordingly to compensate and incentivise hauliers to use the motorways during the more favourable less congested parts of the day.
In the morning, unfortunately, there is increasing chaos on the roads, as we all note: the Gorenjska AC section, the Styria AC section, the Primorska AC section and the Dolenjska AC section. It is high time something changed in this area, and the state should take care of its citizens, because their sponsors - the taxpayers - are commuting to work. The roads are visibly full of lorries with clearly non-urgent loads (vehicles, bulk, etc.) But if the load is so urgent, then a higher price is acceptable.  
Please do not be afraid of a backlash here, because even abroad our truckers pay for everything.
This is by far the cheapest way to regulate traffic, as other ways (additional roads, railways, etc.) are much more expensive.
