In Slovenia, everyone who takes out health insurance has it. This means that a person who has not (yet) arranged it, or whose guardians have not arranged it for them, can remain uninsured. Current situation: 1. Employees are paid by their employer. 2. The unemployed are paid either by the municipality where they reside or by the CSD. They can also be self-payers. 3. Minors who are in school are not paid by anyone, but have to be registered through their parents and guardians. In summary, it belongs to everyone residing in the RS, but the current system creates a lot of unnecessary bureaucracy and often deprives students who have just graduated, minors who have not been registered by their parents, etc... of health services. I therefore propose that health insurance should be arranged automatically by registration of residence in the RS, as is the case in the UK, with billing then based on the status of the person. If employed, through the employer or as part of social security contributions. If unemployed, she is invoiced if she has not made arrangements with the municipality or CSD, and minors are free anyway and are not charged. I would also mention the health card, which in its time was an example of the advanced use of information technology that has become very outdated in organisational terms. We do not need two health cards (Slovenian, European) and we do not need an identity card. One identification document for all would be enough. This would save a lot of unnecessary bureaucracy!!! As the insurance would be linked to residence, there would be no problems with issuing it.
