I propose to the Government of Slovenia to introduce a property tax from the beginning of 2017.
The valuation of real estate according to GURS has been carried out, the coefficients... In fact, at a time when every € is at stake, the State is senselessly giving up some €100 million in budget revenue. The introduction of a property tax alone would have very positive effects. It would force owners of multiple properties to rationalise and thus offer the market more properties at more affordable prices. Empty housing (currently considered as an investment/value saver) would be offered for rent again at more affordable rents. Elderly/retired people would trade their oversized homes (cost!) for smaller ones, etc. The benefits are countless.
Therefore, any waiting and delaying is pointless.
