I propose to introduce the following for scooters up to 25 km/h, or a law that will stipulate,
 
1.)
Compulsory annual registration, say 5% of the value of the scooter. Because many riders think that they are anonymous and that they can break traffic rules. (Running red lights, riding on the pavement, etc.)
 
2.)
Compulsory insurance against accidents caused by scooter riders.
 
3.)
Compulsory CPP, many drivers do not know the basic traffic rules and signalling (I am coming on the priority road, right rule, etc.)
 
4.)
Compulsory annual roadworthiness test, because some scooters are in bad condition.
