Proposal: I propose to amend the rules of compulsory health insurance to make tartar cleaning a benefit of compulsory (and voluntary supplementary) health insurance for all insured persons, regardless of age. I therefore propose to delete Article 29(1)(1) of the compulsory health insurance rules, which reads as follows: 'Insured persons shall not have the right to: tartar removal and plaque cleaning for persons over 18 years of age'. Reason: Tartar is not only an aesthetic problem, but above all a health problem, as it leads to various dental diseases (periodontal disease, gingivitis, dental caries) and diseases of other organs of the body. Article 29(1)(1) of the statutory health insurance rules reads as follows: "Insured persons are not entitled to: tartar removal and plaque cleaning for persons over 18 years of age", which means that the right to tartar cleaning paid for by the statutory health insurance is limited to children and young people up to the age of 18 years, and older persons are not entitled to it. Health insurance would indeed incur additional costs by introducing this proposal (part of the costs would also fall on voluntary supplementary health insurance), but the costs would be recouped in the form of better dental health (fewer dental procedures, etc.) and better general health of the population.
