I am proposing the complete abolition of so-called student work. I am also against the Small Work Act, - which again adds further complications and creates another unnecessary law, whereas the existing one could be repaired and amended, - additional requirements for the state bureaucracy (complicates the division of contributions/taxes on small work). - again, some special brokerage offices for this work will be set up and referrals will be made - completely devalues the price of work and the worker by setting hourly rates. A lot of unnecessary work for what will again prove to be an anomaly in the market. I propose that no new forms of work be introduced, but that students and pensioners be allowed to work through existing forms, e.g. fixed-term contracts (as in other countries). Their contributions and taxes should be at the same level as those of all other workers (so that they/we are all equally competitive for employers), and they should have the same rights (pensionable periods, health insurance, etc.). Students and pensioners should get back the overpaid taxes by claiming personal income tax allowances (personal income tax allowances). Student work is already fierce competition for regular workers, and even if hours are limited, as the new law proposes, it will still be open to abuse and will compete with the experienced workforce. Student work is bad because: - students cannot get regular jobs when they finish their studies - experienced workers cannot get regular permanent jobs - there will still be others working on these secondments - the low hourly rates of student work depress the pay of other workers (it is absolutely inappropriate for the state to regulate these hourly rates, the market should set the price of labour). According to the Small Work Act, the max gross hourly rate is supposed to be EUR 8, which completely devalues both the work and the students, as well as all other workers. I can tell you from experience that it is already difficult for students to accept work for less than EUR 5/hour, as this almost does not cover their travel costs. The state should allow all workers/employees (without exceptions) to pay normal rates of contributions and taxes so that we can live on Slovenian wages and not just live! This is the only way to reduce undeclared work.
