In Slovenia, there is a lot of emphasis on the inefficiency of the social assistance system. That the state spends a lot of money on this system, but the system is not able to distribute it fairly - to those who really need it. Since there is a lot of such false solidarity, I have decided to put forward the following proposal: The fraudulent real and bureaucratic situation of the households of persons registered as "single mothers". I hear more and more from friends/acquaintances/random people in debates how some couples take advantage of the social assistance system by being registered at different addresses but actually living together. When this is done, the woman is said to be an 'artificial single mother'. This tends to give such couples an unjustified advantage in terms of child allowances, kindergarten fees and so on. This could be said to be a national sport. It goes so far as to include those who have very good cars or, as I heard last time, are building a house. They pay minimal nursery school fees and have high child allowances. If we really want only those who need social assistance to receive it, a systemic solution is needed to regulate this situation - a health check, which is carried out all the time. There may already be possibilities for such checks based on applications - I do not know. Even if there are, this is not enough - interval checks are needed, because this is the only way to ensure that sooner or later the situation will crystallise and that it will also be bureaucratically as it is in reality. The reality check would go something like this: every single mother would be checked 3 times a year. The check would be done in the late evening or very early morning. - The check would entail a visit to the single mother's home by 3 persons who would have the authority to enter the home. These persons would be: a worker from the social work centre, a tax inspector and a police officer to protect the procedure and the safety of the first two persons. - at the time of the visit, identify all the persons present in the apartment/house and check that they are actually registered to live there - any suspicion that the number of persons in the apartment is not what the surrounding area indicates: e.g. that there are 2 cars parked in front of the house, one of which is not owned by any of the persons in the house; that only a woman and 2 children are registered, but there are men's shoes and jackets in the porch, etc..., etc. The verification teams would be formed in such a way that abuse (or informing where they will be) is impossible: on a verification day, 5 police officers, inspectors and social workers would gather in a major town (say Kranj). They draw lots to see who is in the team with whom and then draw lots to see which addresses they have to visit. When they have visited the first one, they can open an envelope where it is written which is the next person to be checked. Who is checked is randomly checked by the software - no alphabetical or similar (deterministic) lists. On the first finding that the situation on the ground is not the same as in the records, a warning is issued to bring the situation into line and a time of 3 months is given (no checks during this time). On the second finding, a penalty is issued. The penalty should be very high - e.g. 3 months' income of all adults for whom a discrepancy is found + 3 years' inability to receive any social benefits from the state for all in the household where the violation is found. Before the law is enforced, the State would ask the residents to bring the actual and bureaucratic situation into line within 6 months. I believe that such a law is necessary, as there is a great deal of abuse of state money and it is time for the state to put its house in order in this area too. More and more people are playing this national sport - in fact, you are already a fool if you are honest and register at the same address or get married so that you do not game the social assistance system. If the tax inspectors are checking caterers and similar small entrepreneurs on a daily basis, then there is no reason why we should not slowly start to put things right in this area too. Anyway, whoever is honest has nothing to hide, does he?
