The Vignettes Act is unconstitutional because if you do not scrap your car, you are not entitled to a replacement vignette or to compensation for the proportional difference for non-use. I therefore call on the Ministry of Justice to consider changing the legislation, because if a car is deregistered, no one can drive it on the roads, so the state has legalised the theft of its citizens. An amendment should be made to Article 38 of the law where, in the event of a vehicle being removed because of an accident, the owner of the vehicle can be reimbursed for the unused vignette if he brings the removed vignette and the receipt to the dars.
