I propose the adoption of a special government decree that would use the budgetary reserve to provide for the installation of air conditioning and shading in hospitals and health centres, probably followed by nursing homes and kindergartens. The situation in some places is unsustainable. Overcrowded patient rooms are overcrowded with 5, 6 or more patients cooking. Patients in waiting rooms are not much better off, and neither are the staff in the outpatient clinics. The decree should prohibit the installation of air-conditioning in prisons and refugee centres until the last hospital is equipped with air-conditioning. I recently saw that a refugee centre is being equipped with air conditioning. They are coming from Africa and the Middle East, they are freezing at 30 degrees. For patients to suffer in the heat, while at the same time prisoners are kept cool in prisons, is a moral perversion of the highest order. Prison should be a punishment, not a free luxury holiday where daily care costs more than in the best hotels. No wonder some foreigners have already expressed their desire to serve their sentences in our country.
