Dear Minister and Ministerial Assembly!The residents along the northern Ljubljana bypass, which, given its location and the population of the area, affects the quality of life in the congested areas of Novi Jars, BS3, Bežigrad and Dravlje, are faced with ignorance on the part of the motorway cross manager, specifically DARS, as well as MOL, ARSO and, last but not least, the line ministry. We should probably know the results of the noise and pollution measurements carried out by the ARSO, as well as the results of the measurements carried out by the MOL, which already exceed the permitted noise level when measured at ground level (but not at height, where the noise reaches the buildings themselves directly and without obstruction), so we will not waste words. While measures are being taken to reduce the negative effects on the environment and the population along the motorway throughout the RS, the State is ignoring the residents of the capital city and leaving one of the biggest problems on the sidelines. They would probably only wake up when, as a result of some action by the European Commission, they would be 'slapped' with a penalty for non-compliance with standards and non-recognition of the negative environmental and spatial impacts of the state infrastructure, which no one can deny. Since we expect the answer to be given in the sense that there are no financial means to solve the problem (that funds have already been distributed for, for example, the construction of noise barriers - we wonder why nothing has happened on these sections and why responsibility is being shifted only to the local community, which clearly has problems communicating with the State and vice versa), we propose measures that are simple, quick and that can be ordered by the Minister himself in accordance with the legislation, namely: 1. A ban on through traffic on the northern Ljubljana bypass on the section that passes through or through residential areas such as those mentioned above, as at present lorry drivers do not respect the already established traffic 2. a speed limit for all vehicles on the above-mentioned section, 3. a recommendation to the traffic police to take consistent action in cases of violations. We also suggest that consideration be given as to why freight traffic by local hauliers on sections of motorway where there is no tolling in place is allowed to use the motorways free of charge. Vehicles not covered by the vignette system create an unequal situation for users, especially compared to drivers/owners of private vehicles who, like local hauliers, use these sections of motorways primarily for local traffic.Given that you, Minister, have been so prompt in addressing the issue of the vignette system and the use of other roads in the coastal zone, which we have also been able to observe through the media, and have thus understood the problem and consequently acted accordingly, we expect the same to be the case with regard to the initiative to improve the quality of life along the northern Ljubljana bypass. Which, incidentally, was not envisaged as part of the motorway crossing at the time of its planning and construction, and consequently was not even built in this sense, but was literally appropriated by the state company, without any basic conditions for the placement of this infrastructure in space in a way that would, last but not least, be in line with our constitutional framework, which stipulates respect for the rights of citizens to a clean and healthy environment.The residents' group in the area, which is on the verge of formalising a new civic initiative and actively involving the media, looks forward to hearing from you and expects you to address this issue as soon as possible. Above all, we hope that you will be able to muster the political strength to stand up to the lobbies that constantly shape the day-to-day politics at the expense of those taxpayers who feel their ignorance, arbitrariness and power as a serious threat to their quality of life and fundamental human rights.
