I propose that the government bans all lorries from driving in the fast lane on motorways.  Heavy goods vehicles, by driving in overtaking lanes, usually at low speeds (below 130 km/h), very often impede the flow of traffic and endanger other road users.  Under no circumstances should such vehicles be allowed to drive in overtaking lanes.  In Italy, I do not see any lorries driving in the overtaking lane on ring roads.
