I believe that a write-off of the kind proposed by the United Left is unfair, at least as far as healthy, able-bodied people are concerned. There are indeed many people who, given their situation, are entitled to some form of assistance, but I dare say that they are in the minority. Above all, this measure would support the laziness and financial indiscipline of those who are already taking advantage of social transfers today, while at the same time it would nullify the efforts of those individuals who are struggling month after month to pay their debts themselves. It is also impossible to objectively set criteria for the severity of the social hardship, the threshold amount to be written off, etc., according to which the write-off would be carried out. I therefore propose the following mechanism: Phase 1: abolition of social support and introduction of a universal basic income for all, Phase 2: instead of writing off the debts of natural persons, to reduce their UBI accordingly, until the difference reaches the amount of the debt. Of course, the latter applies to healthy, able-bodied people. However, it is certainly necessary to protect vulnerable groups, such as children, the elderly, the disabled, etc., where some forms of social transfers should, of course, be maintained.
