I propose to the Government of the Republic of Slovenia to reduce the contribution for basic health insurance to the level it was before the increase. The level of health services has not increased since the increase in the basic health insurance contribution. Hospitals are still losing money because the Slovenian Health Insurance Fund refuses to pay them for the services they provide, despite a significant increase in the income from the basic health insurance contribution. For this reason, medical staff are on a silent strike, which means that they are doing their work more slowly than they could. When the new law on pension and invalidity insurance (ZPIZ-2) came into force, contributions for compulsory health insurance also increased. The liability of the unemployed has thus increased from the previous €14.17 to €46.71, an increase of 229.64%. The price of basic health insurance for self-payers has increased from €14.17 to €22.70, an increase of 60.20%. The basic health insurance premium for self-employed persons has risen from €105 to just over €123, an increase of 17.14%. The excessive increase has led many people to simply cancel their basic health insurance because they cannot afford to pay the higher amount. At the same time, I would also like to point out here that a certain group of the population (students over the age of 26) is paying double for basic health insurance. They pay it once as self-payers, and the other time as students in the course of their student work. If there is a lot of student work, the amount of basic health insurance paid by a student in student work is higher than the amount of basic health insurance paid by the student as a self-employed person. I propose that this duplicity be abolished, because it does not make the health service itself any better. But it is also tantamount to double taxation.
