I suggest that the driving test should not be taken for granted as we have it now. It is not uncommon nowadays for a driving licence to be valid indefinitely or for 50 years without any special restrictions, which I do not think is right, because we change over the years, both mentally and physically. It would make sense to have a driving test every 15 years, valid for all those who hold a driving licence, a basic medical examination and a compulsory refresher course in the theory of traffic regulations. It would also not be a bad idea for all participants to take part in a practical part of safe driving every 15 - 20 years... Of course, this should be a reasonable amount, co-financed by the state. Whether we have sufficient infrastructure with enough polygons you will know best, if not, we should make sure it exists. Only in this way can we teach drivers to drive properly and, in the meantime, make sure that they are actually fit to drive. There would certainly be fewer accidents and tragedies. We must realise that Slovenia has made the leap relatively quickly from vehicles that could barely accelerate from 0-100 km/h in about 15-20 seconds to vehicles that can do it in under 10 seconds. People simply do not have the knowledge or experience to be able to drive new modern vehicles efficiently. I would not judge the medical condition of today's drivers, but it should certainly be compulsory to have this done several times during your driving "career", not just at the beginning when you are young. But for those who are frequent offenders and are dragged through the courts, it should all be even more frequent and rigorous, with an additional psychological test, and an attempt to re-educate them with compulsory theoretical and practical tests, which they should have to pass on a compulsory basis. These are some of the measures that would significantly improve the situation on our roads.
