I propose that our state starts to distinguish between the current unemployed beneficiaries of social assistance (or all social transfers from the state) in 3 categories: 1) those who are permanently or indefinitely unable to work (disabled, permanently and long-term sick, elderly), 2) those who are looking for a job but cannot find one, 3) those who do not want to work. Only the first category would be entitled to social cash transfers in the form and conditions we know today. The 2nd and 3rd categories should be redirected to the Employment Service, which should find them a job so that they can earn their social cash transfer for that month. The Job Centre staff must be active in finding work opportunities for their clients and if anyone says there is no work, I can only tell them that they obviously do NOT see it. There is work! There is work everywhere! Only some people can do nothing in this country and still live nicely on welfare! Those who fall under categories 2 and 3 could play clowns in the homes for the elderly and thus make them feel good, they could clean the riverbeds, our roads are disastrous, ... these are jobs that do not require any essential training, just good will and the joy of work! If we look only at the elderly population-those who live at home or those in old people's homes-if these welfare recipients would just talk to them for 1 hour every day or even do something else, it would be both socially useful and useful for that welfare recipient to learn how to earn money, not to have it just fall out of the sky into his or her TRR!
