In Slovenia, the road and traffic culture of drivers is at a relatively low level, which means that every road user is at risk from the multitude of irresponsible drivers. This is compounded by ineffective enforcement of fines imposed for traffic offences. The inefficiency is particularly pronounced for offenders who do not have official remuneration. My proposal is to introduce a legal provision to prevent the registration of a vehicle that does not have all its obligations settled at the expiry of the registration. It is unacceptable for the State to return a vehicle with which an offence has been committed and the fine has not been settled to circulation (possibility of repetition, etc.).
