I propose the creation of a social police force to check the social situation of suspicious citizens who apply for social assistance, that is to say, the various cash benefits and child allowances that they wish to claim through an application for payment from public funds. I also propose that every citizen should have a bank account from birth and that cash should be deposited as soon as possible and that cash transactions should also be well recorded through this account, so that a citizen's financial situation is as visible as possible to any investigations by the social police in the bank accounts themselves. It is all too common nowadays for people to apply for social assistance in the form of benefits and child allowances, and then to prove their eligibility with empty bank accounts in the form of bank statements for the last three months. This would all look fine if these same people were not involved in crime, the black market and the underground economy, and if they had piles of cash in their homes that are not currently in any bank account, so that they can actually profit from social assistance by showing empty bank accounts, which, on the other hand, would be desperately needed by honest citizens who are actually living in difficult circumstances (single mothers and single fathers, single property owners, people with disabilities, money for pensions, state grants, etc.).Therefore, I would also personally suggest that social assistance and benefits should not be given to unemployed people who live with parents who are financially well-off and who are in fact well-off and not in the least bit socially deprived, because if they are paid to these people, and also to those who are involved in crime, the only people who will suffer are those who really need help but who, because of such people, cannot get it because the state has run out of money to pay for it. It would be an essential task of the social police to monitor the financial situation of recipients of social assistance and, in the event of any apparent irregularity, to immediately launch any unannounced searches that would help to detect and seize any illegal cash money. If illegal money were seized, these people would no longer be able to apply for social assistance and would have to pay it back, as the funds had not in fact been rightly distributed in this case. The social police should also monitor the outwardly visible indices of these social assistance recipients, such as, for example, the orderliness of their house, the number of children they have and what make of car they drive. Any visible irregularities could also be passed on to other segments of the police, which would then investigate the matter further and act in accordance with the law in those areas. External visible indices alone can tell us a great deal about how well-off a recipient of social assistance really is. The social police, as such, would also be a guarantee that social assistance would not just be taken away by people who do not really need it, because they would suddenly come under the scrutiny of the police and would find it difficult to hide any of their irregularities from the eyes of the police. The police say that they will somehow have to transfer many of the customs officers who are currently working on the Croatian border to other sectors of their organisation. It also looks like the police increasingly want to make money by finding potential drivers who are speeding in traffic in locations where the chances of being caught are highest. There is also talk of the police having to open up new posts. And, look, in this proposal there is the possibility of creating new jobs within the police, but also of transferring customs officers and also some traffic police officers to this sector, which can potentially bring them a lot more money and, on top of that, they no longer have to literally take it from ordinary honest citizens in traffic who, for example, are driving on the motorway on a stretch with a speed limit of 100 km/h, let us say, 10-15 km/h too fast, because the limit was 130 km/h just a short time before.
