Dear Sir or Madam, I propose to change the absurd practice of charging the annual road user levy according to the weight of the vehicle and not according to the engine capacity, as has been the case until now. I have also asked the Ministry of Infrastructure for its opinion, but they have not been able to explain to me the reason for such a charge, since a larger engine capacity does not put more strain on asphalt and concrete road surfaces. The most relevant data for the billing would be the annual mileage and the weight of the car. Given that mileage verification is difficult and there is no apparatus by which the national authorities can monitor the distance travelled in a year on national roads and motorways, I propose to charge by the WEIGHT of the vehicle. I also propose to abolish the price classes, as weight would be charged by €/kg. That way there would be no nonsense and unfair pricing if someone exceeded the class between 1800kg and 2500kg by e.g. 2kg (as is the case now with engine capacity) and therefore paid a much higher amount, even once or twice as much. An example is the Ford Mondeo 1.0 ecoboost (995cc) with a petrol power unit, which will soon be on our market, and the older Ford Mondeo 2.0 (1998cc) with a diesel power unit. The two models are roughly equal in terms of engine power and weight (according to some reports, the new model will be even heavier). Under the current billing model, the old Mondeo will fall into the 1800-2500cc class, for which the owner will have to pay €153, while the new model will fall into the lowest class, for which the owner will have to pay €62 (like, for example, a Daewoo Matiz with a 796cc power unit and a weight of 751kg). Similar vehicle design, similar weight, similar tyre dimensions and similar power unit. Similar vehicle design, similar weight, similar tyre dimensions and similarly powerful power unit. A very simple example which illustrates that the existing model is in need of an overhaul. It may have been useful 2 decades ago, or it may not have been useful then. It is probably superfluous to mention in which class the Mondeo 2.5 (2521cc) belongs, which is no different from the aforementioned models in terms of any characteristic (except engine power - which is already covered by the car insurance anyway) - the existing levy is €282 (almost 2x the levy of the Mondeo 2.The prices of new models with this powertrain are much higher than less powerful ones, and the prices of used ones after 5 years are even lower than the weakest vehicles of the same make and model. A major reason for this disparity is precisely the inadequate payment of annual toll charges. As I want the Republic of Slovenia to be fair to its citizens and to set an example for other countries in the world, I propose to regulate the charges for the use of passenger cars according to the WEIGHT (€/kg of vehicle weight) and NOT according to the CAPACITY of the power units, as it is often the case that vehicles with a relatively small engine capacity can have a large weight and vice versa.
