Every forest owner who owns more than (e.g. 100 hectares) should have a forest manager or forester. This person would take care of the annual cutting of the forest, rejuvenation of the forest, control of various diseases, bark beetles, etc. This would create jobs (paid for by the forest owners) and the forest owners would be forced to look after the forest. A good example is the church, which owns large areas of forest that are not tended, and there is no profit from the forest, and the state does not collect any tax. Of course, this opens up new opportunities to revive the timber industry, because it would cut a lot more timber and there would be a lot more demand for sawmills; it would just be up to the state to set them up and, as the owner, to collect the profits.
