As I am a new user, I apologise if the suggestion has already been made.
I suggest that the safety fences on motorways could be upgraded or another fence could be added to the existing one.
Such an upgrade is already known in Italy. When you drive from Sežana to Trieste, for example, you are not distracted by oncoming vehicles with their long headlights.
The additional advantage of such barriers would prove to be a good solution in bad weather and darkness. Personally, I am very distracted by oncoming vehicles (read headlights) when driving in the dark and in the rain. With the added barriers there would be no distractions from the opposite lane.
No one would be harmed and driving would be less distracting.
