The government needs money - we know that. But if you look at the logical side... We bought a plot and PAID TAX. For every cement, brick, tile, etc. we bought, we paid tax. On the services of contractors, workers, installers,... we paid tax. Finally, because you have created a property (usually with hard-earned money- usually taxed too), the State demands a tax. If you can't pay the tax, the state takes the property away from you (foreclosure). What should be ours is not really ours, or we have to pay a kind of "rent" to keep using it.
But since the state wants to get its hands on the property somewhere, it is easiest for it to take it where it is. At the church. With the super-standard (two houses, yachts, expensive paintings, etc.) Where we could pay our "obligations".  
Farmers will find it difficult to pay the extra tax. So they will sell their farms and land or let the state seize it. The State will not know how to deal with this, so it will sell them. But it will find it difficult to sell them back to the Slovenian farmer. So the only 'sensible' thing for the state to do is to sell it to foreign 'investors'. Farmland owned by foreigners!? That seems to be the purpose of all this.
I hope you realise that you have nothing to gain from such a decision. But it is also a good idea to consider what your foreign advisers are telling you.
