Why not go cashless? Everyone and everything is paid for with cards. All the flow of 'money' will be recorded, it will be seen exactly who got how much and from whom, and where it was spent. If insurance agents have a device to carry out transactions in the field, anyone can have it - the state provides huge quantities of card readers at a nominal cost. (This is the first thing to be provided, internet coverage in every corner of Slovenia). Free seminars are organised for those who are not proficient in cashless payments. Given that there would be less or almost no tax evasion, VAT would be immediately reduced from the current 22% to 20% or even 18%. Banks would not be allowed to charge 2% per transaction, but much less (to calculate how much they get now from fees). Foreigners would buy a card at the bank and fill it up with cash, or they would prepare in advance to pass through Slovenia and bring their plastic with them.
