I propose to the Government that:
- either exempt bypass roads (e.g. the motorway ring around Ljubljana) from the system for which motorway vignettes are compulsory
- or introduce a user charge for all lorries that use these bypasses but never pay the motorway toll. Examples are utility vehicles, local supply trucks, etc.
If the law requires a user charge, let everyone pay or no one!
