Hello, I am here to propose an amendment to the following law: http://predlagam.vladi.si/webroot/idea/view/1965 I received the following reply: "The initiative to amend the Annual Levy Act to change the conditions on the technical characteristics of vehicles to qualify for the exemption from the annual levy for vehicles for the transport of persons with disabilities will be implemented by the first amendment to the Act, which has not yet been on the agenda. Four new laws governing roads, drivers, vehicles and traffic rules entered into force on 1 July and new by-laws are now being drafted to ensure their successful implementation - 41 regulations, by-laws and orders need to be amended, some of which have already been in force since 1 July this year. The new regulations must be in place by 1 October this year. As soon as this is possible, the Ministry will start the procedures for a comprehensive amendment of the Law on the Annual Road Vehicle Levy, which includes the proposed change in regulation mentioned by the citizen." So that was in 2011, we are now in 2013, and nothing has changed. I quote the amendment once again: >>I would ask for a further amendment to the first paragraph, Article 7, of the law on the annual charge for the use of vehicles on the road. The first paragraph reads: (1) Exemption from the payment of the annual levy may be granted to passenger cars with an engine capacity of petrol up to and including 1800 cc and diesel up to and including 1900 cc, to automatic transmission passenger cars with an engine capacity of petrol up to and including 2000 cc and diesel up to and including 2200 cc, and to passenger cars adapted for the carriage of a disabled person in a wheelchair, provided that the vehicles referred to in this paragraph are used for the purpose of carriage of a disabled person (hereinafter referred to as "disabled person"). In fact, it seems to me controversial that disabled persons are limited to the engine displacement in order to claim exemption from the annual charge. I do not see the point here, since it is the disability that is relevant here, not the engine displacement. I think the same proposal was made in 2009, but the government has not yet done anything about it. It would not make much difference to the government, but it would make a lot of difference to us disabled people, who are physically handicapped. << Thank you and lp
