I suggest that the state tackle the problem of corruption in a similar way to speeding - by introducing high penalties (disproportionately higher than the corruptness of such behaviour).
Corrupt acts should be punished in the same way as robbery, to the detriment of the state budget, businesses, etc.
In addition to possible imprisonment, in the case of bribe-taking, the fine should be at least twice the bribe received or paid.
The case should not be time-barred before 20 years.
