I propose that new limitation periods be set under the Criminal Law. A person who has been finally convicted and has evaded punishment by absconding shall have his sentence suspended and shall not be subject to the statute of limitations until the accused returns and serves his sentence.
The point is that if a sentence is imposed, it is served. That way, the person will have less interest in fleeing or being forced to stay abroad.
