I propose that drunk drivers have their cars impounded and sold at auction, regardless of the price of the car. Alternatively, the vehicle can become the property of the government (police, army, etc.).
 
In case the vehicle is not from the driver, it will be fined as now.
In case the vehicle is bought on credit/lease, the lease may also be written off.
