I propose that the government allow firefighters to get refunds of part of the excise duty, along the lines of refunds for agricultural or construction machinery. Currently, it is only possible to claim for vehicles over 7.5 tonnes under the Commercial Excise Duty Refund Regulations. The amount of fuel could be calculated by the number of vehicles in use, for which there are appropriate registers (GZs database on Vulkan). The average number of kilometres per vehicle is quite low at under 3000 km by my estimate - so consumption somewhere in the region of 200-300 litres. There are a few other fuel consumers per association: motor sprayers, gensets, chainsaws. The amounts are not large per society, but at the level of the GZs (which can be the agents for making requests) there would be some money that could be used to buy new equipment. If this reduces the budget revenue from excise duties, part of the funds distributed by the Ministry of Defence through the call for tenders on co-financing of firefighting equipment and vehicles, or from the amount of income taxes that should be transferred to non-profit organisations in accordance with the donation of a part of the income tax, could be earmarked for these reimbursements. In order not to discriminate against other non-profit organisations, the amount that would be transferred in this way is equal in percentage terms to the current amount that we taxpayers currently allocate to fire brigades at national level.
