I propose to start punishing drivers' offences not only with fines, but also with educational penalties - by doing socially useful work (helping the SONÄŒEK centre or similar). I have in mind the following penalties: - in the case of parking a car in a disabled space, in addition to a fine, 20 hours of "voluntary" work with disabled people (I see people parking in disabled spaces without any reservations - and usually they are also parking "expensive" cars - a fine for the offence would not "sober up" their driver anyway). - if the driver is drunk, in addition to the fine, the driver should be given a reasonable amount of hours of "voluntary" work with the injured in traffic accidents (preferably with disabled victims caused by the drunk driver) If the driver continues to do so, I suggest stigmatising the "vehicle" with a sticker the size of a vignette and warning other drivers: e.g. a driver who has parked his vehicle incorrectly in a disabled space 2 times within 1 year must put a sticker on his vehicle for 1 year "ATTENTION, PLEASE PARK ME IN A DISABLED SPACE", if he fails to do so he can have his vehicle impounded for 1 year! for a driver who has been drunk at least twice (over 1 millile) in a period of 2 years, "ATTENTION, I'M OFTEN DRIVEN BY A DUI DRIVER!" will be placed on the vehicle for 1 year. (a similar penalty was given to a driver in the USA!) ARGUMENTS: -everyone would become more considerate of disabled parking spaces -drivers would be more sober when dealing with disabled people, accident victims, etc. -even the wealthier classes would be more careful about where they park their cars The proposal is not final and I ask for expert "advice" to make the proposal legally sound.
