Dear Sir or Madam, I suggest that you really make a transparent system of access to all job vacancies in the whole public sector available to all interested parties through the Employment Service! The reason - to select the best candidate or to ensure that every potential candidate who meets the conditions for filling the advertised job can access information on all vacancies as easily and as quickly as possible, even those which the employer "does not want to publish" at the Employment Service and supposedly already has a "suitable" candidate selected! Isn't it enough to "hide" vacancies in institutions, schools, retirement homes, municipalities, administrative units ... when employers can satisfy the legal minimum by simply posting the need for a vacancy on their notice board in the corridor of their building somewhere at the beginning/end of the SLO or on their website? I therefore ask the Government how it is implementing Article 49 of the Constitution of the Republic of Slovenia, according to which every citizen of the Republic of Slovenia should have access to every job under equal conditions, when, by the very nature of the existing system of advertising vacancies, you are denying them an equal opportunity to simply notice a vacancy, let alone apply for it? Who can go through all the websites of the institutions on a weekly basis, visit all the institutions and scan all the corridors ... just to be able to apply for a particular job in education on an 'equal footing'? Who? NOBODY!!! So we can write that the current system is discriminatory towards those who cannot find or "overlook" the vacancies. Be careful, I am talking/writing about the public sector! And that is why recruitments take place in a way when the Labour Inspector, during regular/extraordinary inspections, finds out that a person has been employed who does not meet the tender conditions, the provisions of the systematisation of work, but this person was the only one who applied for the tender, so the director, the headmaster, because he is obliged to ensure the smooth running of work in the institution, simply employed him for a fixed period. And again, why? Because the "majority" of potential employees who do meet the conditions did not even notice the call for applications, did not notice it, or found out about it when it was already too late. I CALL ON THE GOVERNMENT TO MAKE TENDERS IN THE PUBLIC SECTOR MORE TRANSPARENT, EQUALLY ACCESSIBLE TO ALL. Thank you for your understanding.
