I propose that the penalty for driving without a licence be amended in the ZVCP, as it is an offence that has no direct link to safety or that makes me a direct threat to road safety. We are all only human and we forget things from time to time. So if I am stopped by a police officer and I do not have my driving licence on me after an accident, I have to legitimise myself with my identity card. Since the official records show that I am not a "problem" driver or have "no record", my licence is valid and has never been withdrawn, I am only given a verbal warning. However, if the driver has a "criminal record" or is frequently cited for traffic offences and has had his/her licence revoked once in 3 years or has accumulated a significant number of penalties for offences directly affecting driving safety (speeding, driving under the influence of alcohol, drugs and psychotropic substances, etc.), the vehicle will be impounded and the person will be taken to the police station. The person should no longer be issued with a driving licence.
