The formula for calculating the road user charge should include the weight of the car and the number of kilometres driven per year. These two factors are directly linked to the wear and tear of the roads, the rehabilitation of which is covered by the money collected from road user charges or tolls. Taking luxury into account when calculating tolls is nonsense, because the road does not know what luxury is being driven on it and, secondly, luxury cannot be determined by engine capacity. We know that we have luxury cars with engines between 2.0 and 3.0, but we also have old amateur cars, mainly Americans, which are considerably larger in cubic capacity, but a car is anything but luxury. That is why I think that the current way of setting the road user charge is a mistake, because: And I propose that a new formula be introduced, which will take into account the number of kilometres driven per year and the weight of the vehicle. As an option, an environmental factor could also be included in the toll, depending on whether the vehicle is diesel, petrol, electric or gas, as well as particulate matter and CO2 emissions. While the latter is unrelated to road wear and tear, it is nevertheless much more acceptable to the average citizen than the volume classification. Thank you.
