I propose to softly mitigate redundancies in the public sector (ministries, municipalities, administrative units) by reducing working hours. This would not apply to the army and police, doctors, nurses,.... Working hours would now start an hour later and last 7 hours. For example, if working time starts at 7.00, it would now start at 8.00 and last until 15.00. There are no office hours between 07.00 and 08.00 and there would be little harm. Any increase in workload would be dealt with by transfers from places where there is not as much workload. The reduction in working hours would amount to 5 hours per week and would result in 20 to 22 fewer working hours per month. This would be matched by a reduction in wages. The burden of redundancies would be shared proportionally among all public administration employees. This measure would not require as many redundancies and would avoid the payment of unemployment benefits. This seems to me to be the fairest measure. It is good that more people are working fewer hours than that a few people are working extended hours while others are out of work.
