I propose to the Government of Slovenia to introduce a 7-hour working day and a 35-hour working week throughout the public administration in Slovenia. With the abolition of the 30-minute snack break, which will become unnecessary with the 7-hour working day, and the abolition of paid snacks (meal allowances during work), we will not even need to reduce wages. As regards the sheer volume of work, we will be able to maintain full employment and will not have to lay off public sector workers. I think that the vast majority of employees would be FOR it if they had the opportunity to vote in favour of my proposal. We already know from analyses of work and jobs that after 6 hours or so, concentration and productivity start to fall sharply. The solution is at hand, it just needs some goodwill on the part of the employer and the employees. No one will be made redundant, the work will be done in full and the workers will be happy coming and going to and from work. It is even much easier to make this change in the civil service than in a manufacturing plant, where work is done in three shifts, etc. For those workers who also work in the public administration in the so-called Russian turn, i.e. 12 hours, they should be given a lunch break.
