I would suggest that, especially in these times, something needs to change in the area of paying compulsory health insurance bills. As of 1 January 2012, the payment of compulsory health insurance has also been passed on to the unemployed, who are now required to pay for it themselves (unless they are in receipt of social assistance). Previously, the municipalities had to cover or pay for these obligations. I believe that at present there are still so many employees working at the ZZZS units that internal cash registers could be introduced at each of the ZZZS units, or other arrangements could be made to introduce the possibility of paying these bills also at the municipalities of the Republic of Slovenia, where it is already possible to pay some bills to Slovenian concessionaires without fees (electricity, water, sewerage, heating, kindergarten,...). The banks are very, very much to blame for the crisis and the daily increase in unemployment, and it is not necessary for these people, who have suffered job losses, to be catered for and rewarded, especially in these times, by paying fees for compulsory health insurance. If we take into account the minimum amounts to be paid or the fees to be paid on the bills and the number of people who are insured under the compulsory insurance, we see that this amount is not so small at the end of the month anyway.
