I have heard in the media that the government is now working on a new system for paying for offences - those with higher incomes would pay a higher penalty for more serious offences, based on their income. The proposal that the rich pay higher fines for traffic offences makes sense to me personally. However, it should be borne in mind that wealth (or disposable income) and officially reported personal income are two very different things. In addition to the officially recorded personal income, a person's financial situation is at least influenced by accumulated assets and various "unavoidable" expenses, which are, for example, not the same for single people and those with a large family. Then there is the problem of undeclared income, which is (or was until recently) the reason for the anomalies where someone with a high-end car in the name of a person who is difficult to trace has been receiving social assistance. In addition, the proposal is also unclear as to how a fine would be levied on foreigners for whom it is probably not possible to obtain information on their personal income. I therefore propose that the fine should be set according to the value of the vehicle in which the offence was committed.
