I propose that the Government amend the Road Traffic Offences Act as follows: 1. The penalty for the offence committed must be imposed immediately on the spot, in case the offence is detected by technical means (radars, cameras, etc.) without the presence of an authorised person (police, traffic police), the authority competent to impose the penalty must issue and send the order for the payment of the penalty to the offender no later than within 8 days from the commission of the offence. (A fine which is received after a month or even a few months' delay - Ljubljana traffic police - has no educational effect, which is what it is primarily intended for, let alone to remember who was driving at the time). 2. a WARNING as a measure by the authority should be mandatory for all offenders, provided that their behaviour has not directly endangered the safety of other road users and they have not committed a similar offence within a period of one year (with the information technology available today, it is very easy to check the offender).
