I propose to tax empty homes highly. If I look around Ljubljana and the flats in the evening, I am certainly surprised to find that we have more than 10 000 empty flats in Ljubljana, which is absolutely not true. It just means that we have 10 000 flats that are being rented out to tenants in the black without being taxed.
Landlords should consider whether to pay a high tax, or to pay a little less tax on the rent received, or simply to sell the flat.
