I propose a change in the tolling system that will not result in a wasted investment of taxpayers' money (no ABC sensors and cards, no pay houses, no satellite boxes...).
All the necessary systems are in place and only a software adaptation would be needed:
YOU CAN PAY
1- by credit card via website / confirmation by SMS, e-mail - even a foreigner can do it before he/she arrives in Slovenia.
2- at an ATM / confirmation by SMS, printout slip
3- at any electronic cash point (petrol stations, lotteries, shops) / receipt
The entry form contains fields for vehicle registration number, vehicle type selection, vignette validity period selection, mobile number entry (where you get SMS confirmation).
Immediately after the transaction, the database /DARS, MNZ/ at the time of registration indicates until when the vehicle has a valid vignette.
The SMS or written confirmation is just in case something goes wrong.
Road cameras with a number plate recognition programme immediately inform the authorities that there is a vehicle on the road without a vignette and take a picture of it. Penalty by post just like for radar.
We don't even need any more dars cowboys, there is no cheating, the infrastructure is standing, there is no cost of printing stickers, there is no hassle of removing stickers, there is no cost of distributing and destroying stickers, there are no high trade margins. All this can also be done by cheap vignettes.
