I propose that the government introduces employment subsidies for employers who want to hire workers on a permanent basis, or at least for two years. The subsidies should be granted specifically to employers who wish to recruit workers on the labour exchange waiting lists. This would increase employers' recruitment and thus relieve the State of the compensation it pays to the unemployed. If there are 115 000 unemployed people registered with the employment service and 50 000 of them are receiving minimum benefits of EUR 350, that is a hefty monthly outlay of EUR 17.5 million. Multiplied by 12 months, this is a nice sum to accumulate for payment from the state budget. In addition to not paying out an astronomical amount, there would be more employees contributing to the state budget. In addition, it is worth considering whether the rest of the unemployed are not receiving any benefits and, if not, how they are living (certainly not off the air). That is to say, no one has given a thought to whether this is a way of facilitating undeclared work and leaving the little man to find his own way, whether or not the State then collects any benefits. This is not being written for the reason of controlling the poor and 'screwing' them even more, but in order to think about how to offer people the possibility of a right to work, to a decent life with an income that is worthy of human dignity.
