It is time to consider setting up a financial police force. Not as pompously as the NPU, but it is necessary to gather a small group of people from the police, the DURS, the UPPD in the form of a specialised financial team, as envisaged by the Law on Confiscation of Property of Illegal Origin (ZOPNI), perhaps using the experience of investigators from the work of specialised investigation teams established under the provisions of the Criminal Procedure Code, where experts are brought together in a multidisciplinary team, and to start as soon as possible with the investigation of property of illegal origin - of which there is a lot in our country. In the light of experience, the team should then be slowly expanded with proven personnel, thus laying a solid foundation for the financial police. The establishment of such a group is free of charge in the first phase, and the state authorities only offer to help it with material resources and working conditions. The Specialised Public Prosecutor's Office, which should lead such a group, should then be able to ensure that the illegal assets are confiscated as quickly as possible through legal proceedings. The confiscated assets are sold and the purchase price is transferred to the budget. The PIPEDA, which comes into force in May, has all the ingredients for such a team to work and confiscate assets, but it would be good to apply the experience of a multidisciplinary approach to such cases in the light of the work of the specialised investigation teams. With the right staff and vision, the budget would recover quickly and strongly.
