I propose that all fines (for traffic offences, and all other fines) should be imposed as a percentage of the income earned in the previous month, or even year. That is to say, if someone is fined 200 per cent of his monthly income, he will just give two salaries for that fine. However, in order to calculate the minimum penalty that everyone will have to pay, the basis for such a calculation should be the minimum wage. Each offender calculates the amount of the penalty on the basis of his own earnings or with the help of a third party. Fraudsters who quote incorrect amounts should be monitored and charged three times the penalty. Fair punishment must be ensured, because I believe that this is the basis for the rule of law. Punishment must be effective for all equally, not too much for the POOR and not too little for the RICH, and the system should be the same as that of imprisonment, where the rich and the poor are tried for the same number of years.
