I propose to the Government of the Republic of Slovenia a progressive taxation of non-owner-occupied property. In a property where a person resides, the tax should remain at approximately the same level as the current building land allowance. For all other properties, I propose progressive taxation for each additional property. My experience of real life in Ljubljana, where I live as a sub-tenant, is very interesting. I know the case of a gentleman who owned several apartments in Ljubljana, which he mostly rented out to students. He rented them all out illegally, and on top of that he received social assistance. In most cases, the landlords do not register the tenants, so they do not pay tax on the rental income. I think this would also free up the property market, which is in a crunch because everyone is keeping prices at unrealistic levels. A colleague of mine who lived in Canada was paying about the same rent in downtown Ottawa as he was in Ljubljana, on a much higher salary, of course. Young people cannot make a life for themselves and cannot become independent because of high property prices.
