I propose that the relevant regulations be amended so that damage caused by an unknown perpetrator is covered by compulsory insurance. Damage caused by drivers to other drivers is already covered by the obligatory insurance of the perpetrator, but in the case of minor damage, especially in car parks, it seems to have become almost normal for the perpetrators to flee the scene of the accident, so that either the owner (if he has no insurance) covers the damage, or the victim pays the insurance (my insurance company does not refund 10% of my premium). Insurance companies should create a kind of insurance pool for this purpose, into which they would pay a part of the compulsory insurance. something similar already existed here about 25 years ago, but many people did not even know about it and did not report the damage. It would probably make compulsory insurance more expensive by about a percentage point, but it could make casco cheaper.
